I'm sure you do, but the message was that this administration has proposed a number of bills that mislead the public by the name chosen for the legislation and then the advocates promote these bills to the American public by talking as though the misleading names were indeed exactly what the bill was all about.

This particular piece of legislation is a good example of that technique.

And now you also know why the opponents in Congress have opposed this "infrastructure" legislation while, at the same time, they are quite in favor of financing those projects in the bill that the advocates have told the public are what the legislation will accomplish (fixing the roads, rails, bridges, building better ones, and so on)!

It is not unreasonable to preserve the health of our children for the federal government to set aside money in the infrastructure program for grants for every state that has to replace old lead pipes to do so.

Do you know how much money it costs for the government to support a child who has acquired significant brain damage through his lifetime? Special education classes with a small number of students. Perhaps speech, occupational, and physical therapy. Depending on the degree of brain damage, group home support as an adult. Monthly stipends for his or her entire life, in addition, of course, to Medicaid.

Fixing the lead pipes is of course a moral and ethical imperative, but for those who want to pass the buck to anyone but themselves, it might be good to consider that moral and ethical imperative. Of course, those who are empathetic will also consider the sorrow of so many young lives who will never achieve their promise or their dreams, and that cost is priceless.

Finally, there is the possible litigation costs that states and cities might face.
