The best way to resist the cartels would be to stop buying illegal drugs from them and stop selling them guns and ammunition. It's not as though the cartels are putting guns to the heads of Americans forcing them to take the illegal drugs, but Americans seek out the dealers, give them money and voluntarily consume the drugs.

The argument is that you should welcome all foreigners. No, before you get silly, obviously the Bible does not say to allow foreigners to commit crimes against you.
When they commit crimes there is no suggestion to not deal with that.
You don't need to terrorize the families by arresting people after they come out of immigration hearings. That doesn't HAVE TO be done.

In a nutshell, that's the field of Caesar. Humans can make a living through serving Caesar. You serve both to the same extent though. God should be above all.
