God is not contingent on anything. The call to salvation goes to all but God has mercy on who He wants. God has the foreknowledge to know all outcomes.

Do you know when the Bible was chosen and compiled? The books were written in the first century but were not put together and chosen as the canon that we know as the Bible today until the Councils of Rome (382 AD), Hippo (393 AD), and Carthage (397 AD) which formally recognized the 27 books of the New Testament. The 39 books of the OT merely came from the Jewish canon. So until then there was no compiled Bible but only the books circulating the churches.

When I was unsure which church to become a part of, an ELCA friend of mine invited me a couple times to her church, but I never went. I didn’t know they were as liberal as they are at the time but their church was too far for me to drive anyway.

I didn't even include some other issues like additional emergency secured communications (because Quantico has nothing to provide so many commanders with contact to their organizations). It's likely they had to harbor many of the additional aircraft at commercial fields around the area, which means the government was paying emergency Landing/Handling/Ground Service Fees for many of those aircraft.
