This was a stumbling block for the Jews and still is Today. They don't understand God of the old testament robed himself in flesh as the man Jesus Christ. They were baptised in Jesus Name Rom 6:3 and recieved the infilling of the Holy Ghost in Rom 8: 9-11. In Rom 10:1, It was Paul desire for Isreal that they MIGHT be saved. In Acts 2:36-38 Israel acted in obediance baptised and recieved the infilling of the holy ghost, but paul was trying to tell the Jews or israel to confess or acknowledge Jesus is Lord. That's all they had to do.
In order for Rom 10:9 to be effective is to: Repent of your sins, be baptised in the Name of Jesus Christ and Recieve the Gift of the Holy Ghost and Believe and acknowledge that Jesus Christ is God of the OT Robed in Flesh.
Then the scripture is fulfilled.
