If you actually read the Bible, it says that the 'great harlot' sits on many waters (Rev 17:1), and this is symbolic for a great city sitting on multitudes of people, nations, and languages. (Rev 17:15) Rome has for centuries being ruling over many peoples, and even today many people are influenced by it and have kept it through tradition.But Rome is not surrounded by ocean and ships as @Inkfingers notes. No one but God knows WHERE it lies.In other words, it's not possible to know where it is, only that it's not Babylon.
Daniel 8:9-13 concerns the end-times while the four beasts and the 10 horns + the little horn concern ancient history. The beast with 10 horns that comes up out of the sea in Revelation 13 cannot be the same 10 horns that Daniel saw. The primer here was the characteristics for the 'little horn.' The key context from the very next verse from Daniel 7:7 shows that a little horn arose among the other horns and it uprooted 3 horns revealing to us a primer to identifying this little horn. From a historical context, the Roman Empire collapsed in 476 AD, and from there the Western Roman Empire was divided up into 10 kingdoms from the roaming barbarians.
Of the 10 tribes, three lost their power and significance on the world stage specifically by the growing power of the Trinitarian doctrine. The Heruli, Ostrogoths and Vandals were religiously Arian Christians who persecuted Trinitarian Christians for centuries; Yet with the growing influence of the trinity doctrine these three tribes were finally subdued, and this made way for the rise of the papacy. This historical fact appears to be in line with what was foretold by Daniel 7:8, 20 & 24, and consistent with the characteristics of the 'little horn.' Interestingly, the smallest country in the world is the Vatican City.

Jeremiah 50/51 is the OT prophecy about the fall of ancient Babylon. It also tells Babylon's captives to leave Babylon. Yet, in OT history that did not happen until Cyrus conquered Babylon and liberated God's people to return to Jerusalem to rebuild the temple [Ezra 1.] Cyrus is an OT archetype of Christ.
The symbolic name, Babylon, is used in Revelation for the end of the age globalist empire. No where to physically run when the evil empire is global.
Btw... Rev 16:12... the angel drying up the Euphrates river to make way for the kings of the east... is how Cyrus conquered ancient Babylon... by diverting the water from the Euphrates at Babylon, so his troops could secretly invade the city by going under Babylon's "invincible" wall in a surprise attack.

I bumped up this topic because if Cyrus' troops were to invade America-Babylon today, most everyone would be wearing masks "like a thief" !
And, the latest news is... "experts" are also suggesting we wear goggles or eye shields!
That would make historic concealment of Cyrus' troops complete.

Rev 16:15 comes on the heels of Rev 16:12. BOTH verses reference Cyrus' historical stealth conquest of ancient Babylon. As Babylon is symbolically referenced in Revelation... so is Cyrus, God's anointed king who conquered Babylon !
