In different cultures, it can be acceptable if you are coming from a concerned place.

However, in America, commenting on someone's weight is a big no-no. But, I wouldn't say commenting on personal things is always a no. If it's a sensitive subject and can be insulting, you shouldn't unless you are really close to them and can approach them in a non-threatening way, haha.

Ahem, for the rest of the world... 'dating' is weird, socially unacceptable, even frowned upon, as traditional courtship occurs between the woman's father with the suitor, or his parents. An already qualified suitable couple. Here in Sydney, relationships tend to blossom naturally in mutual friendship groups, e.g. university groups, church groups, work groups, then breaking off into pairs. Less artificially orchestrated meetings to bed a member of the opposite sex. So the couple aren't strangers making good first impressions but already half-committed.. considering marriage.. though that's probably just me!
