The prophecy of Ezekiel was made after both Israel and Judah had been carried away, out of their lands, because of their sins. And chapters 47 and 48 promise that they would be brought back, and not only brought back, but re-established as a single nation, with borders that they have never had, and that the land would be divided in a way that it has never been divided.
