But He cannot be physically on the earth without returning to reign for the scripture says that the next time He does return, He will return to reign.

In no way has Ezekiel 20:34-36 been fulfilled yet. You love to cite CONTEXT, yet when the context of a scripture doesn't conform to your beliefs, you ignore the rest of that chapter. Read Ezekiel 20:45-48 and see how that remains to be fulfilled.
