So the argument is (so I understand) that before the end of october, this budget gives 1.5 trillion of spending? In 4 weeks? wow! That would be shocking.

Let me know if you find the clauses that allow the spending that Republicans claim. I saw a couple of things that looked relevant...but I only had a few minutes.
