Career bureaucrats such as Director James Clapper, General Michael Hayden, Director Christopher Wray, and numerous others have served under five, six, or even seven presidents from both political parties, dedicating their careers to public service. No member of the H. Bush administration accused career officials of undermining their agenda. Similarly, no one from the Clinton administration suggested that federal employees acted against their interests. No member of the W. Bush administration claimed in the media that so-called "deep state" actors within the federal government worked to hinder their objectives.
Despite running against the Iraq war, President Obama kept President Bush's Defense Secretary in place during his first term. At no point did the Obama administration accuse Secretary Gates of undermining the administration's agenda. President Obama also appointed a lifelong Republican as Secretary of Defense in his second term, and there were no public claims from the administration that this appointee was working against its goals. The FBI Director under Obama was appointed by President W. Bush, as was the Chair of the Federal Reserve. President Obama did not blame the Fed Chair for hindering his economic agenda.
