Just because some fools used the term "hacking" to refer to PsyOps doesn't mean they are right. (Russian intelligence *did* hack the computers of the DNC and the emails of at least one Clinton campaign officials and then released that info to influence people. They also probably hacked the RNC.)

There was no successful hacking of election infrastructure that changed anything in either 2016 or 2020.

It's called "oppo research". Nearly all campaigns do it (especially the big ones) and it's legal. The Steele reports come about because FusionGPS realized that they had questions about Trump and his various business and other relationships with Russia, so they hired Steele. Since this information is now widely known, it is unlikely that the Biden campaign had any need to do this.
