According to the Johns Hopkins Center for Health and Security, the USA was prepared....
The United States was ranked the best-prepared country in the world to face a global pandemic in a study released by the Nuclear Threat Initiative and Johns Hopkins Center for Health and Security in late 2019.
Wow, then I guess if we were so prepared that proves that the trump administration did a terrible job to capitalize on that "best-prepared" status!

This was the HHS just a month or so before the threat:

*Currently, there are insufficient funding sources designated for the federal government to use in response to a severe influenza pandemic.

Did we have warnings:

Trump officials did sound the coronavirus alarm. They just don’t work there anymore.
