The more fundamental point stands, however. Congress could have done this, but Republicans largely lacked the courage to go against the NRA (or their own understanding of the 2nd Amendment). So the executive branch had to act/take any heat.

Very often the problem with bills in Congress is that they don't address what most everyone sees as a problem to correct but lumps in other problems that there isn't agreement on, so what could be/should be corrected quickly can't be.
I'm sure you are aware of this. This is why presidents have wished for line item veto power. Of coarse they should never be allowed to have it.

You are correct. I should have said executive action, rather than Executive Order.

The Republican Congress refused to take up bi-partisan legislation.
