The folks at Avro weren't dunces, and they knew all about ducted fans and ground effect. I'm sure they were trying to figure out if there was a potential for task specific ground effects machine. No, the great flood was made by God because people were very violent and wicked in those days. The bible says that God searched men's hearts and saw that their thoughts were wicked and they were very violent and this grieved God at his heart, so he found Noah who was a righteous man back then and he told Noah that he will destroy all flesh.
