Sure why not? It's easy to forget details and points under stress.
I'm 32 and I regularly get sidetracked or caught up in what I'm talking about and forget to say something that I originally intended to say. If I were in a position where doing that could have major consequences, you'd better bet I'd have notes.
And so Biden had a news conference and explained his statement. He doesn't believe that someone like Putin should be the leader of a country but he wasn't suggesting that anyone take him out by any illegal means.

I do sometimes. It depends what I was talking about, what’s happened since then and how important it is that I stay close to what I had originally said.
Comparing that list to the couple basic lines Trump needed help remembering so he wouldn’t incriminate himself isn’t really the gotcha you seem to think it is.
Good for Biden sounds like.
Biden both needs to be much stronger on Putin but also not say anything that could potentially escalate the situation anymore than it is.
Would I need them? Maybe. Maybe not. But I know how my mouth interacts with my brain, and sometimes I need a reminder to keep them in sync. Better to have notes and not need them than not have the notes, get sidetracked, and not make the point I was trying to make.
