His comments closely aligned with notes printed on a small piece of paper that he was photographed holding in his left hand as he spoke that began as follows:

• If you weren’t advocating for regime change, what did you mean? Can you clarify?

• I was expressing the moral outrage I felt towards the actions of this man

• I was not articulating a change in policy

I think it is a two edged sword - on one hand he is not the first one to bring notes to a presser. On the other hand I think it shows he needs the help in answering scripted questions. We have come a whole long way from the press screaming questions non stop, interrupting the President as he speaks and being overly aggressive in their approach as they were with Trump.

I think (My opinion) Biden could not handle that kind of pressure. That is why he does so Q&A's and when he does they are largely scripted and he is allowed to answer less than seven questions at a time. Every time he goes off the script the Whitehouse spends days taking back what was said.
