Those who do not obey the gospel are those who do not believe the gospel. *Romans 10:16 - But they have not all obeyed the gospel. For Isaiah says, “Lord, who has believed our report?”
Repentance precedes believing the gospel. Those who have truly repented believe the gospel and those who believe the gospel have already repented in the process of changing their mind and choosing to believe the gospel. *Two sides to the same coin. Producing fruit is the effect of salvation, not the cause.
Believing in Christ for salvation is sufficient to save because the OBJECT of our belief/faith (Christ's finished work of redemption) is sufficient and complete to save believers. No supplements needed. (Romans 3:22-28).
How can a person repent if they don’t believe? Repentance is the same as being born again. We are a new creation. It is turning away from sin and turning to God. A person cannot turn to God without first believing. Salvation is not received until we die or Jesus’ second coming. I think it could depend on if the person has the opportunity to produce fruit. For example a person on their death bed who accepts Jesus as their Savior could possibly be saved without having done works. My point is that works are evidence of our faith. A person who refuses to do good works will not be saved simply by believing.

They believe they don’t have to have to stop getting drunk every weekend, they don’t need to help that homeless person on the side of the road, they don’t need to pay tithes to the church, they don’t need to stop cursing, etc. They think they don’t have to do anything except believe and they will be saved. People living that way don’t have Christ in them. I lived that way before I came to Christ and I praise The Lord for reaching out to me. He made my life a living hell before and I thank him with all my heart because He pulled me in to Him. If I had not suffered those hard times I would’ve never turned to God for help. Probably most, but not all. What you've described is what Eph 5:18 (grieve the Spirit) and 1 Thess 5:19 (quench the Spirit) looks like. These are believers way out of fellowship.People living that way don’t have Christ in them.

The Greek word for "repent" is "metanoia" (noun) and "matanoeo" (verb) you see as defined in the Strongs #3340, 3341: to think differently or afterwards, reconsider. After thought, change of mind. Repentance basically means a "change of mind" and the context must determine what is involved in this change of mind. *Where salvation is in view, repentance actually precedes saving faith in Christ and is not a totally separate act from faith. *It is actually the same coin with two sides. Repentance is on one side, what you change your mind about and faith in Christ is on the positive side, the new direction of this change of mind. *Repentance and faith are two sides of the same experience of receiving Christ.

Certain people misunderstand the term "repentance" to simply mean "turning from sin" or "completely stop sinning." That is not the Biblical definition of repentance. In the Bible, the word "repent" means to "change your mind." The Bible also tells us that true repentance will result in a change of actions. Acts 26:20 declares, "I preached that they should repent and turn to God and prove their repentance by their deeds."This is the fruit of repentance (Matthew 3:8), not the essence of repentance (change of mind). Certain people confuse the "fruit of repentance" with the "essence of repentance" (and also do the same thing with faith) and end up teaching salvation by works.
I have heard certain people say, "If you want to be saved, repent of your sins, turn from your sins." If turning from your sins means to stop sinning, then people can only be saved if they stop sinning. And in that case, it is unlikely that anyone will be saved, since we don't know anyone who has ever "completely stopped sinning."

There are also many people who think they are saved because they believe they are "doing all the right things," as you mentioned above, yet they don't truly believe/trust in Jesus Christ as the ALL-sufficient means of their salvation. We read about such people in Matthew 7:22-23 who trust in their works for salvation and Jesus NEVER knew them. *Self moral-reformation is not a substitute for regeneration, yet there are plenty of people who are "religious" but not right with God.

There are many works-salvationists who truly believe they have repented and turned to God in submission (but it was on their terms, not His) while confessing Jesus as Lord and just like these many people in Matthew 7:21-23, their repentance was nothing more that moral self-reformation while turning to their false religion in submission to it instead of submission to God and their confession of Jesus as Lord was merely "lip service" confession. *Notice what these many people in Matthew 7:22 were trusting in for salvation. WORKS. Jesus NEVER knew them which means they were NEVER saved. Believing is not without repentance. The Strong's Concordance that I have does not quote F.F. Bruce or the extended message that you quoted, yet that does not down play what I teach. Perhaps you should read past the first sentence to get the full message. I think I’ve already mentioned this about reading the Bible. The same applies for strongs concordance. Repentance is turning away from sin and towards God. Hence believing is not the only requirement for salvation. Did you think I wouldn’t catch that? Lol
