Verse 6 by itself does not look like a commandment, but rather a statement about God's character.

If you want to obey the 4th commandment or any commandments. First you need to "Believe" the Gospel. For anyone who "believe" enter into God's Rest..Hebrews 3. Yes the "old covenant" it's based solely on the "person" who decided to follow this old covenant law. The end results of our fellowship with the Holy Spirit is to be like Jesus..1John 4:17. This is "holiness", and if we get to this stage then we keep All commandments including the 4th.
