Born again is a work of God. A free gift. A gift of grace. Nothing that we do by ourselves can regenerate our hearts. Jesus died for us while we are still sinners. The law does not save. Never has and never will.
Keeping God's commandments comes naturally from saving faith just like I do good works for my wife because I love her not because I have to. If one has to keep the law for salvation then Jesus died in vain and we are still lost.
