vs 4,5 certainly indicate that this Cyrus person is somebody who does not actually know the G-d of Abraham. Ancient King Cyrus was a pagan but the modern Cyrus could even have serious inclinations toward agnosticism but a respect for religious freedom even if he personally disagrees with the specifics. Ancient King Cyrus allowed freedom of religion in all 127 provinces of the Persian Empire.
Some tales of how the prophet Daniel mentored and taught him indicate that he was a touch too superstitious!
As far as whether this prophecy by Isaiah has any relevance:

I have to admit that this question is rather confusing....I certainly do not know the when for the Jerusalem Third TEmple to be built...but my opinion at this time is that it does have to happen!
There is a significant bulge in the southern wall that I am sure fits somehow with the prediction by Rabbi Jesus/Yahushua that not one stone will be on top of another?!

The 2000 year anniversary of this statement would be 2030 or 2031...or considerably earlier if we use a 360 day prophetic year as seems to be needed for many prophecies?!

Isaiah 45 does not allude to any Cyrus II doing anything for Israel again; this chapter only refers to what the original Cyrus did for Israel thousands of years ago. The sons of Yishrael will return to the land Tzion but not by the hand of any so-called Cyrus II. Also, the prophet Daniel did not allude to another Cyrus II doing anything for Israel. The verse you quoted only refers again to the original Cyrus. And the verse Luke 24:25 does not infer any Cyrus II doing anything for Israel in the future either; in fact this verse did not refer any rebuilding of a third temple.
Regarding a bulge in a wall, I dont quite see how that fits in Yeshuos (aka Jesus) prophesy of shall not leave in thee one stone upon another. That prophesy was fulfilled when the City of Yerushalim was destroyed around 70 C.E (ca. 4,070 A.E.)
I see that your attempt to tie all of these verses into the theory of a future Cyrus is somewhat lacking. I, however, believe that the Messiah himself will usher in the millennium and the third temple himself upon his return as prophesied.
