It isn't a rubber sta,p of some sort, and just being published doesn't mean the idea is worth the electrons that it's written on. And the process of peer review has to involve scientific peers reviewing the published work. So where are dooflotchie's reviews? Who were the reviewers? You apparently never heard of the Pons, Fleischman paper on "cold fusion", published, as I recall, in Science back in the early 90s. Created international excitement. Right up until other scientists tried to duplicate what Pons and Fleischman had reported - and couldn't. None of them. Turned out, it was bogus from the git-go. No such thing as cold fusion. In your world, it would never have been published since it was untrue. But in the real world, it did. The real review came after publication,as in fact it always does. Publication is simly saying "Here's what we found, y'all go try it yourselves." If if people try it and find it untrue (which happens in an unfortunate number of cases) then the idea dies a much deserved death.
