What did the Apostle Paul do?
He lived a Jewish life and what the rabbis in Rome saw was a very devout Jew telling them about the Messiah. Note what he said in verse 17:
17 After three days Paul called together those who were the leading men of the Jews, and when they came together, he began saying to them, “Brethren, though I had done nothing against our people or the customs of our fathers, yet I was delivered as a prisoner from Jerusalem into the hands of the Romans.
"customs of our fathers" means he kept to the oral tradition as well as the Torah. If honest religious Jews are to come to faith in Messiah, it has to be from seeing and wanting something they recognize as their own, and not some pagan substitute. (how christianity is viewed)
An interesting word is used in this verse concerning Paul and the Customs/Law
Acts 21:21
"They were instructed yet about
the apostasy/apo-stasian <646> thou are teaching from Moses, the according to the nations all Judeans saying 'no to be circumcising them the offsprings, no yet to the customs/eqesin <1485> to be walking'". [2 Thessalonians 2:3]
