No. But the USC does lay out the qualifications for asylum and the right to apply for it governed by regulations.Perhaps you haven't noticed...but nobody enforces any nation's decision to allow or refuse asylum.
Ok. There is no requirement in the INA that somebody not pass through multiple nations before seeking asylum.Most of these people are passing through multiple nations and not applying for asylum.
