If they were planning on raping the woman, they wanted to make sure that if the women got pregnant the children were theirs. The only way to ensure that is by only raping virgins.

I have a question about Numbers 31. When it talks of setting aside a tribute for the Lord, does that mean a burnt offering or sacrifice?
Because they totally tribute/sacrifice 32 virgins.
Apart from that...what is an army comprised totally of male soldiers going to do with 32,000 virgins? Murder their parents and brothers, burn down their house, and then adopt them like some sort of bloodthirsty Daddy Warbucks?

I suppose child slavery is one step up from child rape...except it's the same thing according to Exodus 21.
Women captured by Israelite armies could be adopted forcibly as wives, but first they had to have their heads shaved and undergo a period of mourning.

7 If a man sells his daughter as a servant, she is not to go free as male servants do. 8 If she does not please the master who has selected her for himself,[a] he must let her be redeemed. He has no right to sell her to foreigners, because he has broken faith with her. 9 If he selects her for his son, he must grant her the rights of a daughter. 10 If he marries another woman, he must not deprive the first one of her food, clothing and marital rights. 11 If he does not provide her with these three things, she is to go free, without any payment of money.

10 When you go to war against your enemies and the Lord your God delivers them into your hands and you take captives, 11 if you notice among the captives a beautiful woman and are attracted to her, you may take her as your wife. 12 Bring her into your home and have her shave her head, trim her nails 13 and put aside the clothes she was wearing when captured. After she has lived in your house and mourned her father and mother for a full month, then you may go to her and be her husband and she shall be your wife. 14 If you are not pleased with her, let her go wherever she wishes. You must not sell her or treat her as a slave, since you have dishonored her.
