I don't think this patent means what you think it means. It's a potential way of measuring how hard people are working, and paying them accordingly. I don't think it's likely to get used.
"WO" just means a worldwide patent administered by WIPO. It's the first two letters of "world."
At last, someone else has actually read this patent!
I agree, WO2020 060606 will not support the allegations being claimed. It is nothing to do with controlling or monitoring people, or their movements, or their financial dealings. Or C19.
When I first read it (I was suspicious that this was fake, but I was wrong - it is a genuine patent application), I had the same interpretation as Radagast. But on re-reading it, I now think that this is a novel means of 'crypto-currency mining' using some aspect of human body activity (instead of using computers). Details of what and how are vague. The patent just says using sensors either within the UE or remote. Checks are needed to ensure that this really is a person doing something, and not a data centre full of computers pretending to be people.
My take - this is effectively just a random number generator based on human body activity.
(I don't mind admitting that I find patents hard to decipher. Understanding one's own patents is hard enough. They are written in technical language, intended for 'those versed in the art' to follow, then converted into specialised patent lawyer language.)
The problem with quoting crypto-currency to support of any world order take over, or control by an authoritarian government, is that crypto-currencies prevent central control. That's their main purpose. One main feature is the use a block-chain. This gives a secure, trusted means to record and enact financial transactions without any central control (such as a bank or government). They also give a far greater degree of being anonymous, ideal for criminals. (Spam emails claiming that your computer / account has been taken over, and you must pay, or else! - give bit-coin accounts for payment. Not a high street bank account.)
The following granted patent is far more worrying:

Without wasting any time or effort reading it, it's obvious from the title that the Germans (the inventor is German) are conspiring to make everyone have special armchairs that will detect when you have independent ideas, and issue a warning (yes - this final paragraph is nonsense).
