One who is lazy and slothful should not be rewarded for his laziness:

Great point and one that could also be a stumbling block.
Trying to decide if someone is "worthy" of my charity is not an easy job and
so I leave that up to God now.
I might feel someone is 'lazy' and so should do without but we can't see
all sides of the story so sometimes we might miss a blessing for someone
by looking with our physical eyes.

I think people take advantage of charity. I do not believe the government should be in the charity business. That should be left up to the church. Governmental meddling encourages laziness.

Could be but he still says

I guess so. It's pretty hard to take advantage of our little charitable organization. We can discern the scammers pretty quickly. I believe the church should be involved with charity as well. There's a reason our Lord wants us to be with the poor.
