I was Born of God 1 week before I was dunked in water. The believing thief on the cross received the "One Baptism" while he was hanging on the cross with Jesus and went to Paradise without ever being dunked in water. Some of John's disciples were dunked in water, but still had not received the One Baptism of the Holy Spirit (Acts 19:3). The One Baptism is when the Holy Spirit is poured out from Jesus Christ into your heart and soul. You are circumcised of heart and your soul is filled/dunked by the Holy Spirit.

Amen brother. For me that happened while I was still an infant.

Yes, we do believe that infants that are candidates for baptism have faith. We do not consider faith reducible to intellectual assent. A candidate for baptism has a sponsor and/or their parents within the congregation who promises to help raise them in the faith. We generally only baptize within the context of the congregation.

Isnt faith to confess with your mouth and believe in your heart that Jesus is Lord?

Neither of which babies can do or provide testimony of?

I agree with you.
And just to be clear, this is not a list of REQUIREMENTS for salvation.
This is a list of the order (or lack thereof) of the elements we are discussing from the book of Acts. I'll add (optional) designations to the list.

Those who believe receive the indwelling Spirit and are therefore saved.
The baptisms follow, but are not salvation requirements. Some may disagree.

1) Believe
2) Be water baptized (optional)
3) Receive the indwelling Spirit
4) Receive the baptism with the Holy Spirit for power (manifestations) (optional)
5) Not necessarily in that order, step #4 is optional

Seems very "me" centered.

I believe
I get water baptized
I receive the Spirit
I receive the baptism with the Spirit

I. I. I. I.

Salvation is available for all people. All means all. ;)
Salvation is belief in your heart and confession with your mouth that Jesus is Lord.

1. How do you know they believe in their heart?

2. How do they say with their mouth that Jesus is Lord?

Romans 10:9-10 King James Version (KJV)
9 That if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved.

10 For with the heart man believeth unto righteousness; and with the mouth confession is made unto salvation.

Those are expressions of faith. But the ways in which our faith is expressed isn't the faith itself; faith must first exist before it is given expression. And we know from whence faith comes, it is the gift of God (Ephesians 2:8).

How do you know ...if they cant share a testimony?

Because God's word never returns to Him void, but accomplishes what He has purposed it to do (Isaiah 55:11).

If a verbal profession of faith is the only way for a person to have salvation, does that mean the mute can't be saved? Or is it perhaps that the profession of faith comes from faith? And that whether blind, mute, deaf, or otherwise God is perfectly capable of granting us faith through His established and gracious Means as He has Himself promised?

How do you know all baptised babies have faith?

In Romans 10:9-10, Paul speaks of the average believer. He mentions faith and confession as the two requisites for salvation.

So near's Jesus' redemption of to everyone in the world, in the Gospel's Word, that it's needed only to believe and to confess in order to partake of its blessings.

If anyone believes and confesses that Jesus' God and that God has raised him from the dead, then they've the faith which will give them salvation.

☆ Paul here represents Jesus, God's Son, as the Gospel's content, of faith and salvation.

The thought's so key for everyone in the world that Paul repeats it in a parallel sentence, placing a heart believing and a mouth making confession side by side.

The heart's faith's sufficient for righteousness' attainment, and the mouth's confession is sufficient for the salvation's attainment.

The heart's faith brings righteousness and salvation to the believer. ☆

As the heart and the mouth are mentioned together, so faith and confession can't be separated. Faith must in time find its expression in confession.

Amen.

Where the Gospel's proclaimed, we can expect faith to be kindled. For preaching is faith's prerequisite, faith depends upon the Gospel's preaching.

Preaching, in turn, is through Jesus' Word.

Jesus sends out Gospel preachers. The message brought by these is thus faith's sure foundation.

Then why do we read the Word to the unsaved and they never get saved?

What if someone speaks to you in another language... do you then understand and believe?

Read the Parable of the Sower.

What if someone speaks to you in another language... do you then understand and believe?

This might be a little flippant, but Acts 2:1-11.

I mean, yeah, I'm going to say that probably hearing the Gospel proclaimed in your own language is going to be better than hearing it preached in a language you don't know. But for all I know, absolutely, if someone who didn't speak Swahili heard the Gospel preached in Swahili--why can't God work His gracious work?

It's not about our understanding (if it were, then we'd all certainly be damned), but God's grace.

How can you gauge they have faith of any level? What is the signs that they believe?

Is the word and promise of God in Jesus Christ not sufficient?

"It is a wicked and faithless generation that seeks after a sign," - Matthew 16:4
