As a relatively well versed Catholic, I'd say no. The RCC does not focus too much on Peter. However, I will contend that many well-meaning people when trying to defend the faith do!
The Church certainly recognizes Peter's importance as Christ's vicar on earth, however, he's CHRIST's vicar. Christ is the cornerstone. The church affirms this time and again to the faithful but when trying to get over authority issues with others, I think the tendency is to retreat to MT 16:18 and say "SEE, THERE!!". Which is often an excercise in futility. Honestly, in my (limited) experience, I've never seen someone attacking the church's credibility or authority turned on their heels by this verse or line of argument.
