The southern border crisis has claimed 53 lives in just 1 incident, not counting the rapes (at least one being a 10 year old girl), drug trafficking, and a number of known terrorists being admitted into this country, and yet Biden still refuses to consider what is happening at the border to be an emergency. He has even terminated the existing declaration of an emergency and has not reversed that decision. I don’t know how serious this monkey pox thing is but the deadliness of a disease isn’t the sole factor in whether it is a problem of national concern or not. All of the problems you’ve identified can be dealt with while declaring this new disease outbreak a national emergency requiring focused attention. It’s not either or.

As of 4 August the US had the highest level of monkeypox cases in the world. 81 of the 88 countries now reporting monkeypox cases have not previously seen monkeypox.

While monkeypox may not be as lethal as some other diseases it does have the potential for a significant economic impact due to the proportion of the workforce potentially infected. The rapid spread of monkeypox around the world clearly demonstrates that monkeypox is a major infection risk.

Given the likely level of worldwide infection there is also considerable risk of the emergence of new monkeypox variants with potentially more lethal symptoms.

Overall declaring a Public Health Emergency is a reasonable way of minimising the risk of a monkeypox epidemic.

I think it should depend on the committee of doctors the white house consults for information on dangers, trends, and treatments. The president is supposed to listen to and take advice from the various medical organizations that deal with viruses. I don't think he just decided willy-nilly what to do. They do say "an ounce of prevention, a pound of cure."

It's also a standard way to grab more power and spend more money, even when it's not necessary or helpful.

This really doesn't mean much, considering that there are many diseases and infections going around. This is just an excuse for another emergency to claim power from.

With the vast majority being homosexual men, regardless of which pronoun they use. IOW, it's very much preventable through change in intimate behavior. But our government refuses to focus on that, and instead focuses on which vaccine they can hand out to people so they can say they "did something".

Same can be said for any disease. This is no different.
