Unfortunately by the turn of the twentieth-century, the needs of the constituents were not central to purpose. John Dewey, a naval hero said "Being President was easy; I just take orders from Congress." (please excuse the paraphrase and lack of footnote but it exemplifies that even the President of the time was a congressional puppet). This was going to change with the first three Presidents of the Twentieth-century. T. Roosevelt, H. Taft., and Woodrow Wilson; especially Wilson, understood the duty and obligation of serving the people's needs. Constituents mattered and the Hamiltonian ties of government and big business were going to end for a while any way.

Sarah Palin picked up on it immediately though and mercilessly ridiculed Obama's presidency as being full of such moments. Only saw it broadcast one time, but it was absolutely hilarious ...
