The survival of the species. Sexual desires must be very strong (similarly to self preservation and thirst/hunger) for the species to survive. If God isn't a cosmic tease, then why are we allowed to be alive on this planet and desiring something so bad that isn't really for us, with the implication that you will never ever be allowed to have it, even in paradise. Allowing somebody to have an existence of wanting something very much but not having it fulfilled sounds like teasing to me.
It isn't fair, it makes a lot of what you said above irrelevant.
It may be seen in teenagers and younger adults, who do not have the rational part of brain developed enough, that this primitive, deep instinct manipulates them heavily. After 30's, its much easier to manage.
Not everything is about us as individuals (American style of thinking). Many things are about us as a species. Its given to (almost) all individuals to be driven to compete for mating, while they are young and fertile. In this way, the genes of the best quality will reproduce. Its really quite simple.
If you want to mate, but you are left behind in this competition, you simply lost in this specific biological/mating game, but it has no theological significance (like God teasing you). Such thinking is too self-centered.
