No chance Babylon will rise again. Babylon just reached the end of the second part of the three part judgment. The final part of this judgment will occur during the Day of the Lord which is near. Read Jer 50 and 51 and Isaiah 13. These prophecies were not fulfilled thousands of years ago, but have been taking place since Gulf War I.

The Church of Rome is Mystery Babylon. Babylon is Babylon...the land of the Chaldeans.

The beast and ten kings that destroy mystery babylon is also Babylonian in nature. Daniel 2.

The tower of Babel was mankind's attempt at unseating God, just like the devil wants to put his throne above God's throne. The final kingdom will have that nature, like Nebuchadnezzar, and claim to be above God.

The problem with all of this is failing to realize the Babylon of Revelation is not literal. All you have to do is read the Revelation 17:5 passage:

and on her forehead a name was written, a mystery, “BABYLON THE GREAT, THE MOTHER OF HARLOTS AND OF THE ABOMINATIONS OF THE EARTH.”

From there we have to find out what the mystery is. Within the passage we find clues to tell us.

The first clue is the way the woman is dressed in Rev 17:4:
4 The woman was clothed in purple and scarlet, and adorned with gold and precious stones and pearls, having in her hand a gold cup full of abominations and of the unclean things of her immorality,

This is the identity of Jerusalem/Israel's tabernacle/temple. We find these to be the very items God told Moses to collect from Israel to build the temple in Exodus 25:3-5
3 This is the contribution which you are to raise from them: gold, silver and bronze,
4 blue, purple and scarlet material, fine linen, goat hair,
5 rams’ skins dyed red, porpoise skins, acacia wood,
6 oil for lighting spices for the anointing oil and for the fragrant incense,
7 onyx stones and setting stones for the ephod and for the breastpiece.
8 Let them construct a sanctuary for Me, that I may dwell among them.

Not only that, but it is also the dress of the high priest who represents Israel before God.

Rev 17:5 says the mystery was written on her forehead. Jeremiah tells us in 3:1-5 where God prophecies of Israel pretty descriptively:

God says, “If a husband divorces his wife And she goes from him And belongs to another man, Will he still return to her? Will not that land be completely polluted?But you are a harlot with many lovers; Yet you turn to Me,” declares the Lord.
2 “Lift up your eyes to the bare heights and see; Where have you not been violated? By the roads you have sat for them Like an Arab in the desert,
And you have polluted a land With your harlotry and with your wickedness.
3 “Therefore the showers have been withheld, And there has been no spring rain. Yet you had a harlot’s forehead; You refused to be ashamed.
4 “Have you not just now called to Me, ‘My Father, You are the friend of my youth?
5 ‘Will He be angry forever? Will He be indignant to the end?’ Behold, you have spoken And have done evil things, And you have had your way.”

The passage further tells us what the woman is guilty of in Rev 17:6:
6 And I saw the woman drunkwith the blood of the saints, and with the blood of the witnesses of Jesus. When I saw her, I wondered greatly.

Who is more guilty of "the blood of saints and the blood of the witnesses of Jesus" than Jerusalem/Israel???

Is this not what Jesus condemned them for in Matthew 23:37, 38:
37 “Jerusalem, Jerusalem, who kills the prophets and stones those who are sent to her! How often I wanted to gather your children together, the way a hen gathers her chicks under her wings, and you were unwilling.
38 Behold, your house is being left to you desolate!

This is where I rest my case on the "mystery" of who this Babylon is. It's undeniably Jerusalem/Israel.
