I believe that the majority of so called "anchor babies" are given birth to by women here legally.That could be one outcome. Another outcome is it could present there being less incentive to illegally enter the US to give birth.

That refers to people on diplomatic stays. You know how they have "diplomatic immunity"? That means they are not subject to US jurisdiction - they can flout our laws with impunity. Illegal aliens, on the other hand, can and often are subject to US laws when they are on US soil.From the link:
