As we see by actual usage, "
1325. didómi" predominantly means to "
give" or "
grant" in the NT Scriptures. God gives or grants all people repentance onto life, but not all people will repent, although God gave them that option.
If repentance were
applied (caused) then every single Israeli would repent and be saved, but only those Israelis who repent are part of the
all of the Elect Israel who are saved.
God grants/allows Elect Israel,
as a body, to repent, but obviously not all people in Israel will repent or will remain faithful, which means that God grants Israel repentance, but not all of Israel will repent, and so will be lost. Only a remnant of
Elect Israel will actually repent and be saved.

the remnant who will be saved
Romans 11:28 (WEB) Concerning the Good News,
they (Israel) are enemies for your sake. But concerning the

God also grants repentance to the Gentiles,
as a body.

Even though God grants the Gentiles repentance onto life,
only a remnant of the Gentiles will repent and remain faithful, and so be saved being grafted into Israel by faith and remaining faithful to the end lest they also be cut off like the unfaithful of Israel who fell away.
