Trump fired Comey and stated on a televised interview that the firing was because of the Russian investigation.
Rod Rossenstien (a Republican) then instigated the Special Council investigation.
It was totally legal, totally legit, and had nothing to do with the Steel Dossier.

The Attorney General and the Assistant Attorney General determined that there was no obstruction of justice. The impeachment was dismissed, and there is no evidence of the violation of any law by Trump.
