And which disciples does Jesus say through Paul (or elsewhere)
are not doing evil, but righteousness ?

And they refused God's Grace and refused to obey Jesus also.

Jesus said whoever will do and teach the law and the prophets will be great in the kingdom of heaven (Matthew 5:17-19), that heaven and earth will pass before the law does (Luke 16:17), and that we must listen to teachers of the law (Matthew 23:2-3) but not after their works (meaning don't bother with the oral law traditions like hand washing before eating).

They listen to false prophets.
Isaiah 30:9 That this is a rebellious people, lying children, children that will not hear the law of the LORD:
Isaiah 30:10 Which say to the seers, See not; and to the prophets, Prophesy not unto us right things, speak unto us smooth things, prophesy deceits:

Jeremiah 23:21 I have not sent these prophets, yet they ran: I have not spoken to them, yet they prophesied.
Jeremiah 23:22 But if they had stood in my counsel, and had caused my people to hear my words, then they should have turned them from their evil way, and from the evil of their doings.

Being under the law means being under the penalty of breaking the law. To get out from under the law, you start following it. Here's an example. Say a person is caught stealing something, but the person they stole from has mercy on them and pardons them by grace when they beg for forgiveness. Is the thief expected to change their ways and not steal anymore, or is the law against theft abolished so they are free to go right back to doing it?

The thief is not justified by having kept the law their whole life, they broke it and deserve punishment, but when they repent they can turn their life around and become righteous. By changing their ways, they are justified apart from having kept the law, but not making void the law, but rather establishing it to never steal again.

Faith without works is dead and cannot save you (James 2:14-26), and if you say you believe in Jesus but don't keep the commandments you are a liar (1 John 2:3-6). You must repent and prove it by your deeds, as Paul says in Acts 26:20.

We get out from under the condemnation of the law - by accepting the Gospel where Christ pays our debt - demanded by the LAW as transgressors. Then the NEW Covenant - New birth - takes place and God writes His Law on the heart - so that instead of walking in rebellion we walk in the spirit that the LAW of God might be "fulfilled in US who walk not after the flesh - but after the Spirit" Romans 8:4-9
