The funding came from his campaign which can only be funded by US citizens, other US campaigns, PACs, partnerships, some LLCs etc.....

Trump campaign requests costly partial recount in Wisconsin

"The campaign wired $3 million to the Wisconsin Election Commission for the long-shot bid to overturn the state results."

    Who can and can't contribute - FEC.gov

    "Who can't contribute

Campaigns are prohibited from accepting contributions from certain types of organizations and individuals. These prohibited sources are:

    • Corporations, including nonprofit corporations (although funds from a corporate separate segregated fund are permissible)
    • Labor organizations (although funds from a separate segregated fund are permissible)
    • Federal government contractors
    • Foreign nationals"

The United States Department of Homeland Security says that a foreign national as a person "who is a citizen of any country other than the United States."

So when would be the cut off time to challenge of official results? Can we go back to 1992 and challenge Clinton’s win? Once things are certified and made official it should be over.

I think the idea is that you can't have a recount until you have a count. Legal processes aren't set up to depend upon newspapers' unofficial counts. Legally there's no first count until there's a certified result.

But each jurisdiction/precinct/ward has to have their count before certification. Add all of the votes together, allow any challenge then but before the certification. College track they post the unofficial results. You then have thirty minutes to make a challenge. Once that has lapsed the referee signs off on the results as official.

No. Results have been certified, but I don't believe Certificates of Ascentainment have been sent to the US Archivist yet. States have until Dec 8 to do that with complete safety. Results reported by that date can't be challenged later. But they have roughly another week before the Electoral College votes.

Who Formally Declares the Winner of the U.S. Presidential Election?

If Republicans are indeed trying to delay the recount, likely they are hoping to create a "failed election" in Wisconsin. No one is sure what that means, but in principle, the legislature can then declare the winner. Since it's Republican, the hope would be that they would appoint Republican electors. But lots of things have to happen before that can occur, and it wouldn't change who won nationally anyway. Even Republican legislators might well decide that their duty is to respect the decision of their voters. It appears there are some faithful Republicans still around.

Is claiming that "independents" are really "secret plain-clothed Trump supporters" a "conspiracy theory" ?

Trump's problem isn't with the counting. If you recount until the same rules as the original count you'll get a small change like that.

There are several classes of ballot he wants thrown out. To do anything real he needed first to get a court to order some type of ballots not to be counted and then do the recount. That hasn't happened.

The effort may have been part of the plot to move the election into the state legislatures, so simple delay might have been a goal. At this point though, that effort seems futile.

From what I can find, the "fraud" in these votes is that people claimed to be "home bound" to get mail in ballots and Amistad Project claims these are people that could have voted in person. Also, the fact that this is an emergency petition to the Wisconsin Supreme Court suggests they already lost the initial case and are appealing.

So, tell me Erik, if the Wisconsin Supreme Court finds these people shouldn't have claimed to be "home bound," what should the Supreme Court rule as "relief?" You can't throw out just those ballots -- they were accepted as legal and now can't be distinguished from any other vote. Beyond that, these are voters who were legal voters -- you can't even claim their intentions were illegal -- rather, the assumption would be that believed they were entitled to vote by mail because of the risks to them from COVID.

No court is going to throw out the results of a state, or even a county, over the fact that some legal voters may have broken election rules and took advantage of a voting method that they weren't supposed to. This is doubly true when there is no evidence that these votes would change the election since there is no way to know who these individuals voted for.

There is a recount in Iowa. The recount is being done Without Addressing the Discrepancies in the Number of Mail In Ballots Received. It is down to 8 votes.

    $3 million well spent!

Recount in Wisconsin county demanded by Trump increases Biden's margin

Instead of a single loss, every night Donald delivers another failure...

... Hanukkah came early this year.

What I keep hearing is that he’ll probably blame the process and keep alleging corruption, use it as a springboard to something.

That’s the only thing that makes sense. I can’t imagine he seriously thought that recount would come out with him on top.

Desperate people will grasp at any straws they can reach.

trump knows that once all of his "options" run their course, all he's left with is either prison time or escaping to a country that doesn't have an extradition treaty with the US.
