well simple really , god does not punish the sin..he punishes the one who sinned.
he does not forgive the sin he forgives the sinner. without the one who acted wrongfully there is no sin .sin does not sin itself a person chooses to do something wrong and that wrong is called "sin" .

that saying is tricky because it separates the two ..it risks giving the impression that the sinner is not responsible for the sin ..etc (thinking aloud here)

I think what the saying shows is God does not hate the person but what he does sometimes. But lets be clear God does not hate anything, He is Love. he can't stand it, doesn't even want to look at you when you do it. He turned His face from Jesus when Jesus took on the sin of The world. That is how much he does not like it, so much that he could never do it. Now that is a lot.
