The best way for Russia to become more democratic
is to give them seats in European Parliament.
Not if they show they can be more democratic first. Why let a mad bear in the tent when it has never shown to hold a teacup to drink?

Because Russia's neighbours clearly perceive some benefits from joining a large, mutual defence pact.

Geee, I wonder why that could be?

Perhaps the citizens of Georgia, Azerbaijan, Moldova and Ukraine could be of some help in answering the question.

After the Soviet Union ended,
Russia started becoming more democratic.

Russia may have become 80 percent democratic at one point.

But as NATO started creeping closer to the Russian border,
Russia became about 50 percent democratic.

After the war started in 2022,
Russia became about 35 percent democratic.

Stop blaming others for what is Putin's responsbility and actions.

Have you not noticed what has happend to Russian candidates opposing Putin?

Someone turned off the water to Crimea.

To a large degree, it was Russia that did it. You remember when Russia blew up the Kakhovka Dam? One of the major sources of water for Crimea was a canal that ran between the dam and Northern Crimea; with the dam destroyed there is no longer water flowing into the canal, so Russia is actually the ones that shut off water to Crimea.

Ukraine turned off the water in 2014.

Russia turned the water back on in 2022.

Yes, when Russia illegally annexed Crimea, Ukraine turned it off -- and Ukraine had every right to not provide water to another country. When Russia again illegally annexed parts of Ukraine, they turned it back on. Now, it is Russia that "turned the water off" in 2023 -- it has nothing to do with Ukraine this time, nor -- and since Russia turned it off by destroying the dam (which is still in a war zone) neither side can turn it back on. Russia has no one to blame but themselves for Crimea not having water.
