And the justified response, would be equipping whaling ships with marines, and shoot the bottomholes on sight.
Or better yet: Board them, and do with them what the Royal Navy did with the pirates in the Carribean a couple of centuries ago. They are pirates and outlaws, who more than once have used biological weapons against Japanese ships. They deserve whatever the whalers find appropriate.
And since it's international waters, no amount of hypocritical yelling, crying and pleading from the West would be able to help them.
There are voices in Japan who say we should add snipers and bring also one or two frigates to guard our ships. The entire procedure of Atalata infront the coast of Somalia could be done. That also means deadly violence against pirates who attack us.
