Maybe Catholics read the Bible as a coherent whole and don't create a theology and then search out individual verses in Paul to support it.

It's always been my opinion that the keys were representative of authority. This however I believe is given to every believer and not one specific individual. If you believe in the name of Christ, you have authority on earth to do His will.
