I. Not what the Greek text states, which is:

"Whom God hath set forth to be a propitiation through faith in his blood, for a showing forth of
1) the righteousness of God because of the passing over of the having-previously-occurred (past) sins in the forbearance of God, for the showing forth of
2) his righteousness in the present time, that he should be both just (demanding justice) and justifying (providing the justice demanded)
the one of faith in Jesus Christ.

That is the righteousness from God, not of God (Ro 3:21).

II. It is the righteousness of justification (Ro 3:28), which is a forensic righteousness, a declaration of "not guilty," a sentence of acquittal, a grant of right standing with God, it is not actual righteousness, which is only in the sanctification of obedience in the Holy Spirit.

Is not Romans 3:21 "Theou" translated as "Of God" as also in Matthew 5:9 & Mark 15:39, and other places?

Yes, there are two different righteousnesses described here: the one is justification, the right standing with God, and the other sanctification, where we are set apart, holiness unto the LORD - "be ye holy for I am holy" as it is written. But He gives us that in the gift of Himself who is righteousness and sanctification.
I think we are saying the same thing, in different ways?:)

Yes, there are

Pretty much. . .

"It is because of him (God) that you are in Christ Jesus, who has become for us wisdom from God--that is our righteousness, holiness and redemption." (1Co 1:30)

By being in Christ Jesus through faith, he has become our righteousness, holiness and redemption .
It is not our own, it is his, which we have only by being in him.


Justification
- declared "not guilty," sentence of acquittal, grant of right standing with God (guilt removed)

Sanctification (holiness acquired)
positional - declared set apart, from sin and to God through faith,
actual - being made holy by the work of the Holy Spirit in the lives of Christians

Since Abraham, righteousness has been imputed by/through faith (Ge 15:6, Ro 4:2-3).

Is the "and?" you're searching for the righteousness imparted by the Holy Spirit in sanctification, which is also a gift? This could be called a more progressive righteousness, though received it must also be walked out, acted upon.
You still have to believe to receive it, and it's still all by faith, but falls more into line with showing your faith by your works as James writes, or producing those fruits of righteousness, which are the fruits of the Spirit,

Philippians 1:9-11,
"And this I pray, that your love may abound yet more and more in knowledge and in all judgment;

That ye may approve things that are excellent; that ye may be sincere and without offence till the day of Christ.
Being filled with the fruits of righteousness, which are by Jesus Christ, unto the glory and praise of God."

Also James 3:18,
"And the fruit of righteousness is sown in peace of them that make peace."

Fruit (Greek: karpos) in this context is an effect or result, work, act, or deed.

Hebrews 12:11 also uses this term, "Now no chastening for the present seemeth to be joyous, but grievous: nevertheless afterward it yieldeth the peaceable fruit of righteousness unto them which are exercised thereby."

Rom 5:16-17

And not as it was by one that sinned, so is the gift: for the judgment was by one to condemnation, but the free gift is of many offences unto justification.

17 For if by one man's offence death reigned by one; much more they which receive abundance of grace and of the gift of righteousness shall reign in life by one, Jesus Christ.)

This Free Gift of Righteousness/Justification is by Imputation, the Gift of it is received by Imputation meaning, God imputes it or charges it to their account, based upon the sole obedience of Christ in their behalf and stead. Its like a person who goes to bed knowing and feeling he owes a huge debt, but in the morning, when he checks the amount of the debt because it grows interest each day it goes unpaid, then he discovers the debt has been paid in full, his debt is now canceled. That is a Gift. It wasn't an offer, but a finished transaction accounted to his debt account, but now to his delight and relief he discovers the debt is paid !

Now this Gift of Righteousness before God is even theirs, charged to their account, even when they themselves are enemies and unbelievers, hence because of it, they have been reconciled to God Rom 5:10, so again thats how and why its a free gift, its not a Gift of Grace unless its theirs by Divine Imputation while they are Ungodly, hence we read Rom 4:5

5 But to him that worketh not, but believeth on him that justifieth the ungodly, his faith is counted for righteousness.

Because the Gift aspect is the fact that they have been declared Righteous in their Surety, the Lord Jesus Christ, and not in themselves, and that is it !
