A CME is an ejection, of both particles and radiation. EMP means "electro magnetic pulse", which simply means a burst of EM energy. That includes all energy from DC to daylight, so we're surrounded by "EMP radiation" all the time, and experience "EMPs" of some magnitude or the other all the time. Van was the guy who provided the belts to keep the particles out.
