He knew, and knows, who will be saved, but salvation is for everyone, John 3:16, 2 Peter 3:9.
God chose Jesus as our Saviour before we had even sinned, 1 Peter 1:19-20.
That sounds like an excuse for not preaching the Gospel - "I'm not wasting time on them, the Lord has revealed to me that they won't be saved."
How awful it would be to have a God who said, "I'll save you, but not you. She can have eternal life but he can't; however much anyone prays for them."
Thankfully, my God isn't like that.
Salvation IS for everyone who believes, to the Jews first and then to the Gentile. The problem is that man's heart is EVIL. We love to sin. If we have a choice to choose a piece of fruit to make us like God or God, we will choose a piece of fruit every time. God has to bring US to repentence.
with gentleness correcting those who are in opposition, if perhaps God may grant them repentance leading to the knowledge of the truth,
And, no, it is not an excuse for not preaching the Gospel. First, we are commanded to preach the gospel and we show our love to Christ by following His commandments. Second, we don't know who is called of God and who is not. It is our responsibility to go out and find them.

As far as us saying who God saves, that is not our calling. Our calling is simply to preach the Word.
And, if you are at all familar with Isaiah, his mission was as follows:
Isaiah 6:8 Then I heard the voice of the Lord, saying, “Whom shall I send, and who will go for Us?” Then I said, “Here am I. Send me!” 9 And He said, “Go, and tell this people:
‘Keep on listening, but do not understand;
And keep on looking, but do not gain knowledge.’
10 Make the hearts of this people insensitive,
Their ears dull,
And their eyes blind,
So that they will not see with their eyes,
Hear with their ears,
Understand with their hearts,
And return and be healed.”
Isaiah's mission was to harden the people's heart so that they would NOT come to God. This is what judgement is all about, when God has rightfully had enough.
2 Chronicles 36:16
but they
continually mocked the messengers of God, despised His words, and scoffed at His prophets,
until the wrath of the Lord rose against His people,
until there was no remedy.
