What changed is that because of the war in Ukraine, the oil that Russia used to supply had been disrupted, is no longer going to the US and NATO countries.

It's not an excuse, it's a reason, one of many. You asked, "What changed" and that was a big change.

We have several vaccines, only one of which was developed under Operation Warp Speed. I have already give Trump credit for his part, but he didn't single-handedly cure covid. Also it is a shame that he didn't promote the vaccines once they became available.
