The Catholic Church is not bound to the city of Rome, nor does She officially call herself the Roman Catholic Church. It is merely a distinction in rite, not denomination.
Christ's Church, which today subsists in its fullness in the Catholic Church was born at the Crucifixion, and fortified at Pentecost.
And of course there are numerous examples of the Church in action prior to 313. And the quote in the OP: "Constantine originally called for religious freedom, power corrupted that ideal, and soon Christianity became an absolute spiritual monarchy" is unsubstantiated polemics.
