three" are the Three Superpowers -- Lion/Eagle, U.K./U.S.; Bear, Russia; Leopard (actually a Tiger), China -- who will yield their sovereignty to the United Nations ("
other" eleventh horn). And if we consider the ten horns for which the first three are the Three Superpowers, the remaining seven horns are itemized in total as follows:

1. U.S.
2. U.K.
3. France
4. Russia
5. China

6. Germany – economic power
7. Japan – economic power

Dan. 7:20 ...the horn which had eyes and a mouth that spoke great things, and which seemed greater than its fellows.
Here we find that ALL eleven horns are similar, which is to suggest that they are all "little" horns, of which Dan. 8 cites one of the "little" horns, which is simply one of the ten.
But to understand the three catagories, one must understand history:
The Babylonian Empire was the first to employ the Metropolis model, which regulates trade, builds roads, builds Libraries, and even built an Amusement Park -- the Hanging Gardens, one of the Seven Wonders of the World.
This Babylonian Metropolis model as represented by the Image of Metals (Mystery Babylon) is the
Great Horn; the four successive empires (Silver, Bronze, Iron, and Clay) are what could be called
Regular Horns; and the end time U.N. affiliations are the Ten
Little Horns, with the U.N. being the Eleventh
Little Horn.
It's really pretty simple and straight forward when you think about it.
