Maybe.If they were trying to protect a child with medical problems, it sounds like an ADA violation. The restaurant is prohibiting anyone with a medical condition that requires them to take more than normal care.

Strange world we live in. In my part of the world if you're not wearing a mask you're treated the opposite of this if you're not wearing a mask.

I'm not talking about the eyes at all, just the nose and mouth droplets.
If a mask keeps nose and mouth droplets (particles) in then the same mask should keep the same size nose and mouth droplets out.
So wearing a mask is not just to keep others safe but to keep the mask wearer safe as well.

But if they are wearing a mask too, then the droplets from their nose and mouth won't get past the mask and risk going into your eyes.

Elsewhere, people aren't even allowed to enter restaurants without vaccine papers,despite the fact that people went all last year with masks and were fine. This is his response to that, I suspect.
Like I said, the host. In a busy restaurant they are in close proximity to a bunch of people at the front and while seating them. I also keep mine on until I get my food, so that when the waiter is standing at the table taking our order they are more protected. I used to be a server and know a lot of them, many chose not to go back to work over this very issue.What people get 5 minutes of protection? Then the masks come off so you can eat and drink. Requiring masks in restaurants is nothing more than a placebo. To make others feel better.

Don't they have to buy food, pay rent, make a car payment, pay insurance and power costs? What happened to all our employees?
