Interesting! I had no idea California had a "non-clergy" marriage license.

Apparently, Quakers AKA Religious Society of Friends, have no ordained clergy but still have weddings. Thus, self-uniting marriage is the norm for them.

[I know they aren't very large in number in the United States, at least]

I wonder why no one has tried the "no religious test for public office" approach? It sounds like some government jobs would be effectively closed to Christians.
That's not how the "no religious tests" stipulation works.

Requiring actions that may violate a particular individual's religious convictions is not a "religious test."

Well, Christianity is rather broad, there are many who accept LGBT, poly relationships, no marriages, anti-marriage etc etc etc
