Crossing borders to rape loot and pillage or to evade the law has been a sport for a very long time.
Butch Cassidy and the Sundance Kid come to mind.
Americans are easy targets. They are complacent, compassionate, and not able to defend themselves.
There is a belief that everyone crossing the border is a poor victim who just wants a job and a better life.
For many crossers, that may be true but there are those who come to rape loot and pillage.
There are mechanisms in lawful, legal entry that can make some effort to weed out the bad actors.
However, all the crossers are "poor pityfuls" to Biden and many Democrats.
Anyone who mentions there might be bad actors amongst those "poor oppressed" is labeled a racist and incipient Klan.
No country should allow undocumented illegals into the country.
Criminals, gangs and foreign military are border jumpers, historically.

Those jobs, including infrastructure, have always been called government jobs.
The jobs are contracted out by government and paid for, including the salaries with tax money = government
In days gone by they were called 'Public Works Projects"
I don't think you have ever worked in any of the jobs but that is exactly what they are called.
And it is exactly what they are.
It is a short term government job unlike a fireman or police man but that doesn't change who contracted and paid for the project.
