All people who die an earthly death wait in the grave (in a dormant state) and the saved will be resurrected in the 1st resurrection. The lost are later resurrected in the 2nd resurrection. There is not any "in between" place where people go.
Ecclesiastes 9
5 For the living know that they will die, but the dead know nothing. They have no further reward, because the memory of them is forgotten.

13Brothers, we do not want you to be uninformed about those who sleep in death, so that you will not grieve like the rest, who are without hope. 14For since we believe that Jesus died and rose again, we also believe that God will bring with Jesus those who have fallen asleep in Him.
15By the word of the Lord, we declare to you that we who are alive and remain until the coming of the Lord will by no means precede those who have fallen asleep. 16For the Lord Himself will descend from heaven with a loud command, with the voice of an archangel, and with the trumpet of God, and the dead in Christ will be the first to rise. 17After that, we who are alive and remain will be caught up together with them in the clouds to meet the Lord in the air. And so we will always be with the Lord.
18Therefore encourage one another with these words.
There are many many references in the bible about being in the grave (as an unconsciousness sleep).
There are no 2nd chances after death.

I have heard about the thought everyone that has died on earth is not in Heaven yet, but is actually "sleeping" in the grave. It's pretty new to me, I only first heard it from my father a year or so ago. If this is correct, then would you think that meant all of the non-believers that are "sleeping" will be awoken by Christ and have the chance to see they were wrong, repent, and go to Heaven?
